I'm not an HR person--maybe HR people find this stuff useful. It's too general and padded with useless information. No specific examples enliven the endless recitation of facts and figures. Maybe it wants to be an encyclopedia article. If written intentionally in this style, it was written for morons or HR people, whichever comes first. But I think the style is without irony (or any fun, God forbid). This is not the way I like to learn things.
